Sheff Wed Faces Major Issues, Says New Football Authority

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's persistent issues represent a a "serious issue" and the football regulator is seeking powers to examine team situations in similar circumstances, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, Kogan, who was appointed on Monday, voiced concern towards the club's followers.

The chairman convened with four supporters' associations connected to the South Yorkshire club in recent days.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on multiple instances, including in last month.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the great brands for football in England and this week we have met fan representatives.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and acted upon."

Financial Struggles and Proprietorship Status

The club's controversial proprietor the current owner indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in spring months caused limitations by the league officials in summer, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although that restriction was lifted in August.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the club's situation, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

Inquired if the regulator could force an owner to sell a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an specific team, an individual owner, without having the opportunity to collaborate with that chairman to fix the issues that the club's facing and the chairman's encountering," Kogan said.

"But the truth is, when you review the record of the sport, over the recent generations there have been certain proprietors, not many, but some who have been irresponsible in the way which they've been managing their teams and eventually decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the authority recently and stated it constituted a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the extraordinary progress that's been made could disappear rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Considerable investment entering the sport and has come into football for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the Labour Party in 2020.

The official donated money to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any form of political activity."
